The City Council approved to exempt 23 new million-dollar homes from a special tax that all existing Rosedale residents must pay. The City Manager's office explained all the legal reasons for this vote. However, the decision is still unfair to all existing residents.
It is unfair that the current residents must continue to pay the special tax in the Rosedale District. A developer's home gets a tax break while the city council supports a new tax on all its citizens.

On November 6, 2023, the Azusa City Council held a vote with all voters residing in this vacant property. This empty lot was to be a city park. The vote was six yes and 0 No. Five yes votes were received from the unanimous city council and one - yes vote from the developer. The developer had acquired the property on which it proposed to build 23 homes. None of the Residents of Rosedale were allowed to participate in this election.
This vote exempted the developer's property from the Mello Roos tax that all residents in the Rosedale district must pay. In essence, the tax deal exempted these properties from paying $142,600 annually over a period of 30 years, a total of $4,278,000.
